1. As the cost of living continues to rise
For all candidates who submit their applications on or after January 1, 2024, the new cost of living requirement of $20,635 has been effective. This need is in addition to the first year's tuition and travel fees for study permits in Canada.
Additionally, the number of family members that accompany an overseas student significantly increases the amount of money that is necessary for living expenses.
In the past, this was established at $10,000 in the early 2000s and was never changed, which had the effect of making it difficult for overseas students to achieve their fundamental requirements.

2. A Limit on the Number of Students from Other Countries Who Can Study in Canada
Although it is already common knowledge, it is essential to emphasize that Canada has implemented a limit on the number of visas that may be granted to international students, so decreasing the total number of permits by around 35 percent.
With the objective of giving just 360,000 new study licenses this year, Canada will not admit more than 606,250 new students until the year 2024 rolls around.

There are few exceptions to this limit on the number of overseas students, including the following:
the submission of new applications for study permits or extensions from inside Canada; the submission of study permit applications to study at the elementary or secondary school level; the submission of study permit applications to study in a graduate degree program at the master's or doctoral level.
3. New Provincial Attestation Letter (PAL) Requirement
The majority of new study permit applications that are filed after 8:30 a.m. Eastern Standard Time (Toronto time) on January 22, 2024 are required to possess a provincial attestation letter (PAL) from the province or territory in which the applicant intends to pursue their education.
There has not yet been any development made to the procedure for granting PAL at the provincial or territorial level. By the 31st of March in the year 2024, the federal government anticipates that the PAL procedure will be operational.
If you are applying for a new study permit, you are exempt from this PAL requirement because you are eligible for the following exemptions:
the ability to study in a preschool, primary school, or secondary school (up to grade 12); the ability to study in a master's degree or doctorate degree program; or the ability to apply for an extension of a study permit from inside Canada
4. Alterations to the Eligibility Requirements for Spousal Open Work Permits
Only spouses of overseas students who are studying master's and doctoral degrees will be eligible to apply for open work permits once they become available in the coming weeks.
The eligibility requirements will no longer be met for spouses of overseas students who are enrolled in additional levels of education, such as undergraduate and college programs.
Who may apply for a work visa that is open?
Only wives and common-law partners of students enrolled in graduate (master's and doctoral) and professional degree-granting programs are eligible to apply for this scholarship.
As soon as these modifications take effect, wives and common-law partners of overseas students who are attempting to renew their current work permit will continue to be eligible for this stream of immigration.
Which individuals will not be qualified to receive an open work permit?
In the event that they currently possess an open work permit under this stream, wives and common-law partners of overseas students who are enrolled in other levels of education, such as undergraduate and college programs, will no longer be eligible for an open work permit.
5. Alterations to the Eligibility Requirements for Post-Graduation Work Permits (PGWP)
As of the 15th of February in the year 2024, individuals who have successfully completed a master's degree program in a period of less than two years and who satisfy all other PGWP eligibility standards will be eligible for a post-graduation work permit that is extended to a period of three years.
It is expected that the duration of postgraduate work programs (PGWPs) for programs other than master's degrees would stay the same as the duration of the study program, with a maximum duration of three years.
Who is eligible for a further extension of their post-graduate work permit (PGWP)?
To be eligible for a three-year PGWP, students must have graduated from a program that lasted for at least two years and was offered by a PGWP-qualified and recognized educational institution. Additionally, graduates of master's degree programs that lasted for less than two years are also eligible.
Furthermore, from September 1, 2024, overseas students who commence a study program as part of a curriculum licensing arrangement will no longer be eligible for a post-graduate employment visa following graduation. This change will take effect immediately.
